This paper addresses Iran’s nuclear strategy and explains that the main nuclear debate in the country’s leadership concerns what form of nuclear capability Iran should possess. According to this paper, a group associated with former secretary of the Supreme National Security Council Hasan Rowhani agrees with enabling Iran to construct a limited nuclear arsenal. Opponents of this idea, supported by Iran's supreme leader Ayatollah Ali Khamene’i, want a larger, industrial-scale nuclear capability. The paper discusses Rowhani’s assessment of Iranian strategy, the debate over the choice of strategy as well as Iran’s military options against the US.
