This paper discusses the conflict over the Palestinian security services after the death of Yassir Arafat. The author explains that any attempt to modernize the Palestinian administration continues to provoke internal struggles. The paper concludes that the solution to this problem is a peace accord between the largest Palestinian factions but such an agreement is rather unlikely to be signed.
