The 2015 Bamako Agreement was supposed to usher in a new era of peace and stability in Mali. However, this report highlights that not only has there been little progress in implementing the agreement, but the security situation remains volatile. To provide insight into why this is the case, the text's authors 1) review Mali's history of rebellions and past peace processes; 2) discuss the 2014-2015 Algeria-led mediation process; and 3) identify six key issues that played a role in holding back the implementation of the Bamako Agreement. The authors conclude by outlining six lessons the UN can draw from the implementation of the 2015 agreement.
