This paper explores the changing role of military chaplains in the modern US military, focusing on liaison functions between military and non-military actors in peace and humanitarian relief operations. The paper outlines the chaplain's role in today's US Navy, explores his interaction with different types of NGOs and discusses organizational positions for effective chaplain engagement with NGOs. The paper argues that while the role of the Navy chaplain has changed, US military policy has not thoroughly accounted for these changes.
