This paper explores the relationship between the Israeli military and its perceived superiors, the political class. The paper addresses the prominent role played by military leaders in the long-running effort to negotiate peace between Israel and its Arab neighbors. The paper pays special attention to the geostrategic changes since the collapse of the Soviet Union. The paper argues that Israel's endless state of war has weakened the fabric of its parliamentary democracy.
