Addressing the dispute over the status of Kashmir, this study explores the utility of developing enhanced economic opportunities for ending the conflict. First, the paper posits the notion of opportunity costs and provides estimates as to their magnitude and second, the paper proposes means of creating new economic opportunities to create new constituencies for peace. The paper suggests that India should grant autonomy to Kashmir and that India and Pakistan should allow the free movement of people, goods and commodities and become partners.
