This report examines the border conflict of Ecuador and Peru and its settlement. It outlines the reasons for conflict and the factors for conflict settlement in Latin America in general, and for Ecuador and Peru in detail. Among the factors for conflict settlement are: commitment by the political leadership in both Ecuador and Peru, a change in popular attitudes in both countries, and the role played by the four Guarantor nations under the Rio Protocol. It also argues that there are reservations whether the treaty framework is a success because the parties tried for more than 50 years to settle the dispute within the Rio Protocol.
