This report analyzes international diplomatic reactions to the Burundi conflict from late 1995 to September 1997. It argues that since then, despite progress in internal peace talks, the basic political parameters of the conflict remain unchanged. The report studies diplomatic efforts (both official and non-governmental) to address the broad parameters of the Burundi conflict, and also examines possible solutions. It concludes by offering five lessons from international diplomatic peacemaking in Burundi.
