This publication examines Russia's policy toward secessionist conflicts in the post-Soviet space. It addresses the internal Russian debate on separatism in the post-Soviet space as a security challenge; Moscow's policies with regard to international institutions, regimes and frameworks; and the rising security agenda of international terrorism. The authors present a theoretical framework and analyze Russian policy toward the secessionist conflict between Moldova and Transdniester as well as toward Georgia's conflicts with Abkhazia and South Ossetia, respectively.
