This paper summarizes the discussions and conclusions of a symposium on humanitarian assistance and conflict in Africa, focusing on the partly negative aspects of humanitarian assistance. The paper explores the problem of providing humanitarian assistance in conflicts, addresses the complicated and compromising conditions under which humanitarian assistance has to be organized and seeks possible solutions. Subsequently, the paper discusses the cases of Sudan, Somalia and Sierra Leone and touches on critical issues, including political neutrality, conditionality and professionalism.
