This publication analyzes the status of the political reform of Bolivia, Ecuador and Peru in 2003-04. According to the author, almost all countries in the region today have legal mechanisms in place for public participation and political representation as well as governments elected by popular vote. The author considers these accomplishments as a great step toward peaceful political cohabitation among Latin Americans. He concludes that there is no valid reason to imagine that the coming elections in these countries will contribute to the appearance of actors interested in conciliating their differences to repair the extreme fragility of state institutions and address urgent social problems.
