This paper explains the effects of the EU's double majority with cruder but more realistic methods than voting power calculations and puts them into their political context. The author gives an overview of the negotiations that led to the Constitutional Treaty, summarizes of the two existing main options and asks why the double majority changes the balance. A short comment is offered on a selection of alternative models that have figured in the discussions.
