This report asks how and why Nepal's Maoists revise their methods, reconsider their goals and conditionally accept multiparty democracy. The paper examines the Maoists' political culture and its development, focusing on Maoist internal politics and international linkages, in order to assess the movement's nature and possible scenarios as the peace process moves forward. The paper argues that the Maoist's commitment to Nepal's peace process is conditional on the inclusion of some radical reform steps.
