This report discusses chances and challenges for Haiti to design a democratic future and facilitate economic development, commenting on the track record of President René Préval. The paper addresses progress and remaining fragility in the security sector, details the consolidation of stability in Port-au-Prince and examines the issue of governance and political reform. Subsequently, the paper suggests ways for increasing public revenue and spending and looks at the building of local government institutions. The paper states that the only sustainable way forward is to strengthen state structures, launch major, community-based programs and address remaining grievances in society.
