This paper argues that Vladimir Putin has managed to keep international attention riveted on Russian activities in Syria while also escalating military deployments and political operations across Europe, the Middle East, and Asia. To invigorate his global agenda, and to present the incoming Trump administration with a false either/or choice, Putin has created the impression that a US challenge to Russian expansionism would be met with a conventional military or even nuclear response.
