This report analyzes fifteen possible courses of action that might neutralize ISIS and al Qaeda in Syria without jeopardizing wider American interests or accepting undue costs or risks. The report’s authors ultimately conclude that a five-phase plan would work best, beginning with the US and ‘acceptable partners’ securing a base of operations in Southeastern Syria, such as Abu Kamal, and then launching clearing operations along the Euphrates River Valley.
