This study evaluates the EU's Multi-Annual Programme for Enterprise and Entrepreneurship (MAP) and its extension, the Competitiveness and Innovation Framework Programme (CIP), a project that runs from 2007 to 2013. The authors evaluate the output of the MAP over the period 2000-2005 in terms of relevance, effectiveness, efficiency and utility, by highlighting the value for money of the programs and related actions and emphasizing whether the funds dedicated to their implementation have produced the expected quantitative and qualitative effects. The study further provides some orientations for future-generation programs, namely the CIP.
