This report analyses decision-making in the EU Council of Ministers in the years leading up to and following the 2004 enlargement. The authors provide a body of quantitative data that illustrates some of the key changes that have occurred and describe and analyze these findings while also taking into account insights gleaned from interviews with the EU practitioners.
