This publication draws up different perspectives on the talks held in Austria on the future political status of Kosovo. The author predicts that the decentralization of power in Kosovo is likely to be the major discussion issue. However, even though the publication finds that there is a generally fairly optimistic atmosphere pervading the international community over the negotiations, Russia could pose a major obstacle to a peace deal.
