This publication assesses Serbia’s post-Milosevic police reform. The authors argue that police reform was slow because of the lack of an overall reform strategy. Furthermore, the publication criticizes the police service for remaining over-centralized. With regard to accountability, the publication claims that parliamentary oversight is at a rudimentary stage, primarily due to the inertia and incompetence of MPs.
