This publication assesses Serbia’s progress in transforming from a dictatorship toward a democratic state. The author identifies obstacles to such a development, describes the Serbian political landscape and outlines different paths for Serbia to follow. His main conclusion is that the future of Serbia is still undecided and lies in the hands of its elite.
