This publication examines the prospects for a potential civil war in Montenegro. The author examines the political situation in Montenegro and assesses the long-term stability of the region with regard to the rise of the secessionist movement from Serbia. The publication pays particular attention to the relations between Montenegrin President Milo Djukanovic and Yugoslav President Slobodan Milosevic.
