This paper examines the historical background to the crisis in the Former Yugoslav Republic of Macedonia in 2001. The author examines the role of the UNPREDEP force from 1993 to 1999 and considers how far-reaching post-communist institutional reforms have been. The paper outlines the structural crisis in government and society, assesses the state of inter-ethnic relations and analyzes the positions and motivations of the main military and political actors.
