This paper describes how the Socialist Party victory in the Albanian elections was widely welcomed by the international community, albeit prematurely. The author explains how corrupt practices in the second and subsequent rounds went largely unreported in the interests of political stability. The paper states that the activities of the OSCE and the international community in managing political elites in Albania and elsewhere may lead to less legitimacy for the government and frustrated nationalism.
