This paper describes the historical significance of the 17 November 2001 elections in Kosovo. The author explains that the organization of the election by the OSCE with the principle of using Kosovo as a single constituency proved to be much more successful than the process during the Kosovo local elections held in 2000. The paper details how the elections were praised by most of the local political leaders and international observers and resulted in the expected win of the Kosova Democratic League led by Ibrahim Rugova.
