This paper discusses the March 2002 parliamentary elections in Ukraine. The author explains how the results of the elections reflect neither the wishes of the voters nor the authorities. The paper details how the fourth convocation of the Ukrainian parliament is less reformist and features somewhat of an over-representation of oligarchic interests, while at the same time also being less left-wing than the country's divided and regionalized electorate. The author explains that the outcome of the March 2002 elections demonstrated the limits of political manipulation and showed a certain balance of power in the country.
