This paper details the experiences of the US-based military advisor to the Albanian minister of defense from May 1995 to 1996. The author explains his roles and responsibilities in assisting the Albanian armed forces with reform measures and the great challenges posed in implementing them. The paper highlights the state of internal crisis in which the Albanian army existed in the mid-1990s and details the author's attempts at contributions to Albanian military reform up to his official expulsion from Albania in December 1996.
