This paper provides a survey of the historical development of Kosovo since 1945. The author argues that many of the dilemmas the international community has faced in Kosovo since 1999 have their origins in the immediate post-1945 period and that the lack of understanding of the complex nature of Kosovo's society under communism and its economy under Tito has hampered the international community in governing Kosovo.
