This paper describes how the agreement on an updated Union of Serbia and Montenegro effectively freezes the Montenegrin independence question from 2002 to 2005. The author points out that while party politics still will be played out between Podgorica and Belgrade, the future direction of the revised union remains unclear. The paper states that the union agreement glosses over important details and is unlikely to be the last word on the relationship between Serbia and Montenegro. The author points out that the Montenegrin government will do its best to keep Montenegro on track for independence in 2005.
