This paper explores where the US and Europe stand on issues of democratizing Serbia and stabilizing the Balkans, presenting the findings of a USIP workshop. The paper discusses the implications of NATO's intervention in Kosovo in 1999, investigates Russia's policy toward the Balkans and reviews policy options for addressing Serbia and its democratization. Furthermore, the paper considers the formation of an European Security and Defense Identity and whether an EU membership perspective could positively influence the Balkans.
