This paper discusses the development of Europe, of the trans-Atlantic relationship and the prospects for Russia's integration into greater Europe, presenting the findings of a USIP working group meeting. The paper asks how a peaceful, undivided and democratic Europe might look like and reviews the role of Russia. The paper argues that Europe shall pursue the European Security and Defense Policy (ESDP) and develop real military capabilities and support the enlargement of both NATO and EU.
