This paper analyzes the implementation of the Dayton Peace Agreement for Bosnia and Herzegovina (BiH), outlines goals for Dayton's next five years and identifies policy options to enhance BiH's transition to self-sustaining peace and multi-ethnic democracy. The paper assesses BiH's situation five years after the signing of the Dayton Accords, discusses the persistent relevance of Dayton and develops and agenda for the following five years, commenting on political and economic institutions, military and intelligence structures and justice, law reform and refugee return.
