This paper discusses the electoral and political impasse in Serbia in late 2002. The author details how the presidential elections held in December 2002 were annulled after the republic failed for a third time to elect a head of state because of a low turnout by voters evidently disillusioned with mainstream pro-Western politicians. The paper describes how the worsening impasse plunged Serbia into a major political and constitutional crisis and created an unprecedented situation not specifically foreseen under Serbia's constitution.
