This report presents a summary of the discussions at a symposium organized by the United States Institute of Peace in 2002, whose purpose was to address the question of whether the Gulf War met just war criteria. Included are the opinions of various participants as well as a detailed account of the seven basic principles of Christian just war doctrine.
