This report discusses whether the US has more than just the military dominance to succeed at war in Iraq, namely, whether it has what it takes to engage in the tasks of temporary post-intervention governance and nation-building. The author argues that relief and development must occur simultaneously in post-war Iraq and outlines principles and recommendations for engagement.
