This report discusses the manifold challenges facing post-conflict Afghanistan. Among the key issues outlined in the report are legitimization of the central government and managing center-periphery relations, especially warlords; provision of credible security and rule of law beyond Kabul; maintaining ethnic harmony and achieving national integration; and ensuring that the international community delivers on its promises.
