Shortly before the inauguration of George W Bush as president of the US, this paper summarizes the results of a workshop exploring challenges and environment for the new administration in the field for foreign and security policy. The paper identifies features of domestic and foreign policy that frame US policy, discusses issues facing US global leadership and suggests a comprehensive strategic review, including a new national security act. Subsequently, the paper suggests a governmental reorganization with a focus on strategic planning, diplomacy, defense policy and adequate spending.
