This report looks at the Gulf States surrounding Iraq and assesses their influence and interests in Iraq after the fall of Saddam Hussein as well as the direct impact on US bilateral relations. The author examines Kuwait, Qatar and the United Arab Emirates in particular and maintains that these countries show little inclination to shape the nature of neighboring Iraq but rather seek protection from their strategic environment. He finds that they are focused on immediate choices for calibrating a proper relationship with the US in a way that accommodates many other important relationships.
