This paper examines the political outcome of the October 2002 municipal elections in Kosovo. The authors analyze the relatively low voter turnout of the poll and examine the lasting impact of the vote half a year later. The paper states that the elections were intended to set the stage for the administrative decentralization and general democratization of Kosovo, but that several obstacles still remain on that path.
