Publication

This paper discusses the developments in the Basque conflict. It describes the background to the conflict, the objectives and the principal actors. The author evaluates the possibilities for dealing with sovereignty, outlines the remaining obstacles, drafts possible contents of an agreement, and offers recommendations to ensure that the window of opportunity for peace will not be lost.
