This paper looks at the progress Croatia and Serbia and Montenegro have made in terms of NATO PfP integration, not only at the operational level but also in the context of a wider military-security concerns in the region. The author focuses on the example of Croatia and Serbia and Montenegro, not only because the countries share similarities in terms of international obligations, but also because each represents a good working model in relation to other states in the region. The paper explains that the pace of PfP intergration in each country mainly depends on the tempo and general depth of political reform activities and democratization processes.
