This report discusses the constitutional amendment process in Iraq. It argues that the cycle of violence in Iraq is partly constitutional: It derives from competing visions of the Iraqi state that have not been reconciled. Also, the author finds that the constitution lacks the essential criterion of consent of all major communities and asks what the minimum constitutional amendments are to ensure that Iraq is a viable, if not a strong, state.
