This paper explains that the Hague indictment of Kosovo Prime Minister Ramush Haradinaj offers both opportunities and dangers for the international community. The author describes how there is a short window of opportunity for political progress if a major international conference can be arranged to discuss the political status of Kosovo. The paper states that if no political progress can be achieved on the Kosovo status question, the medium-term risk of conflict in the region, also beyond Kosovo, could increase substantially.
