This report summarizes three scenario workshops designed to explore possible outcomes of the Iraq insurgency. The findings of the report reflect events occurring through April 2006. It explores issues such as ethnic and sectarian politics, neighboring assistance and "Lebanonization" of Iraq. The workshops' principal finding is that US goals for Iraq and the region should be re-examined and scaled back, meaning that the main goals should be to avoid disaster and maintain political stability.
