This report examines the reasons for change in US-Syrian relations, among them the attacks of 11 September, Syrian President Bashar’s vehement opposition to the US occupation of Iraq, and George W Bush’s ideals of freedom and democracy and his embrace of conservative ideas. The author concludes that the US should adopt an incremental, pragmatic approach toward Syria, using sticks and carrots to renew the cooperation between the two countries.
