This report examines the diversity in the way humanitarian agencies adapt to their working environment in North Korea. The author presents the dilemmas faced by the humanitarian actors active in the country and proposes a set of recommendations regarding the terms on which they should continue to provide humanitarian assistance to the people of North Korea.
