This paper describes a 2004 USIP project on the Iraqi elections and illustrates how scenario planning can help policymakers cope with uncertainty and complex political environments. The author describes the different workshops of the project summarizing what was discussed by the participants. The paper concludes that in the end it became clear that who won the Iraqi elections was not as important as whether the process was transparently fair and would be perceived as legitimate by the Iraqi people.
