This paper discusses the violence in Jammu and Kashmir and the peace process between India and Pakistan. The author argues that a stalemate between the main actors means that the peoples of Jammu and Kashmir have yet to see any gains from the dialogue process and the India-Pakistan détente. The paper concludes that rather than wait for a grand resolution of the complex issues of the conflict, a way should be found to deliver concrete gains to the peoples of Jammu and Kashmir.
