This report provides a historical overview of the UN Genocide Convention since its inception in 1949. The author discusses the convention in the context of modern genocide and emphasizes its inability to prevent the 1994 genocide in Rwanda. The report explains that in order to be effective for the future, the Genocide Convention requires the formal international recognition of the binding duty to intervene in order to prevent genocide.
