This report examines the crises between Iraq and the international community over the country’s failure to comply with international agreements governing its chemical, biological and nuclear weapons development programs. The contributors examine what options exist to deal with the security threats and state that while Iraq poses a challenge to regional security and stability in the Middle East, its confrontation with the US is not over any direct US interests, but rather about broader US concerns regarding energy security, regional development and the rule of law in international relations.
